only one thing that will fix it is try resetting your router or upgrade your computer specs gta sa did lag on me till i formatted everything clean i lost everything but i dont care anyways my specs are
AMD Radeon HD 7700 series 8GB Ram (AMD Athlon™ II X4 640 Processor maybe not as good as others but it runs games on highest without lag just great for a gaming computer for now but am upgrading much more soon to a better graphics card.



EDIT: you can use razer game booster it helped me in the time when i had a shitty computer lol
