All you can do is, carry out some standard procedures that most people will tell you:

- Lowering down your Visual FX quality and reducing the Draw Distance.
- Using CCleaner to clean up your PC, search for errors in the registry and disable some start-up programs which might contribute to the lag by running as a background process and eat up your connection considerably.
- Using your antivirus (if you have one, of course; if you don't then install one right now as it is a must) to search and remove viruses and malware from your PC.
- Opening up command prompt and typing in: ipconfig /flushdns - to clear out the corrupt information (which raises your ping and causes lag spikes) that you get when you download stuff from the internet.
- Installing a software like PCTuner or something similar to tweak your PC in all sorts of ways, whether it be a TCP tweaker or just an ordinary performance tweaker. This software may come included with your antivirus too so be sure to check it out first.

If all of the above fail (which it does 90% of the time), then I am afraid it is a problem related to your internet connection and you have no option but to contact your ISP.
