GTA San Andreas should work on Windows 98 with 512 MB of memory or 1 GB, but be warned, Windows 98/Me will not start if you have more than 1 GB of memory without a RAM Limitation Patch. Without paying $20 to fix this bug, there is no fix available to the memory limitation for any MS-DOS-based version of Windows.
