Detecting 'general' floor.

Hi,

I want to find out how I detect If they're on a road or near a road.

I need this as I want to stop the bugs where you can go underground or be teled underground after surfing a car and falling off to then check if they've gone underground to then re-teleport them to the above ground level.

Some may say MapAndreas but if you was to check and it returns Z height of 120, that may be a massive building so how can you distinguish between real floor / roads and buildings.
