I don't think it's possible doing this using windows natives in versions further than XP (remote will always work though). XP's cmdbox was that unsecure you could even change the pass of other accounts, change folder owners & restrictions etc.
There are probably a lot of programs around the interwebz to do this kind of stuff, but I guess that's not what you needed.
Doing "shutdown -i" in cmdbox will scan for every computer on your network - also internet. You can shut them down here with custom messages.

And as you know, these kind of stuff might trigger your anti-virus
