As mentioned by other users.

Make sure you have no other frame limiting enabled (not just inside GTA settings). Try updating your graphics drivers if they are not already fully updated. Also, suggest deleting your gta_sa.set file. Try reinstalling the game into another directory with a different name for the directory home.

I have tried all of this, and none helped.
When I reinstall the game, it is on 100+ FPS for the first day or two, then it switches to 60.
I don't know why.

No joke - but you probably have some virus.
Try doing same process again, remove game, install again, check - if same thing happens, there is probably something messing with your active processes.

February’s Cumulative Update for Windows 10 was released today which supposedly fixes it, try updating.
