Simply say, you can't.
Unless you use some programs to change it only for your client,
which cannot be set by script.

for example: if you go on another server, the water is 5m heigh, other players are going to see you in the air ! They are going to say: he's flying :-/

Use mods etc in SINGLE player, not in multiplayer :-/

That water level tool doesn't work. I turn on the program, write the water level and wave height and i press set, then i go to GTA:SA and the water level is normal.

I had that program like 2 years ago also, worked fine with me. But what has this to do with SA:MP?
