Thanks all, but JernejL's Map Editor isn't working for me, and I report the problem more than once but no one responses me.

Just add the map editor files into your gamefolder "Rockstar Games\ GTA San Andreas\.."
incase you haven't tried it yet

it's already there, When I press on any button (Load - Load with COLLs) a message appears "You cannot use the editor while game is running - close gta, and try again"

I have checked the TaskManager more than trice , I even restarted my pc and that message keeps showing up
