Just add the map editor files into your gamefolder "Rockstar Games\ GTA San Andreas\.."
incase you haven't tried it yet

it's already there, When I press on any button (Load - Load with COLLs) a message appears "You cannot use the editor while game is running - close gta, and try again"

I have checked the TaskManager more than trice , I even restarted my pc and that message keeps showing up
