No, it's not possible, you must have San Andreas. You can try it, you'll get a message when you want to go on a server.

I assume you mean without starting the SA-MP server browser?

If so, I'm sure DracoBlue made a script so that your internet browser can join servers using samp://IP:PORT, and also I'm sure someone made a .cmd file to quickly join a server too. I tried finding it but I couldn't. It is possible however.

Doesn't game-monitor do this also? with like some sort of link wich loads samp and connect to that server
