You probably don't want to buy San Andreas or downlad and want to use 4GB's for something else :P
No, it's not possible, you must have San Andreas. You can try it, you'll get a message when you want to go on a server.

I assume you mean without starting the SA-MP server browser?
If so, I'm sure DracoBlue made a script so that your internet browser can join servers using samp://IP:PORT, and also I'm sure someone made a .cmd file to quickly join a server too. I tried finding it but I couldn't. It is possible however.
