The real question would be is, is anyone going to actually download it to play on your server... By running this, you can effectively snoop on the players.
By all means though, we do need some anti-cheat options that actually work. I wouldn't be surprised if others would be interested in helping you out in some shape or form.
You never know, if it's actually good enough, it could end up being an official thing, similar to PunkBuster.

I have already done statistics about it, and no i am not forcing it on all players only at those who are suspected or get banned at least once for cheating.

Yea, that is the better method for that situation. I do hope you get some good results, and assistance, as it's obvious there are people here who are interested in the same theme.

200 players with own downloadable AC forced for every player on my last project. If your server looks cool, it's okay for your players. But yes, I also recommend the way to not force everyone.
Of course its good to read the memory. But checking the game directory should also be included. Then: add a whitelist for files.
Example:
We've blocked all emergency light mods except of a hand full versions. The reason is that the most versions allowed you to repair the car front lights, the boonet or even heal it up to 1000hp again. Some other versions unlocked the private cars staying around you, etc.
Our AC also included a screenshot option. This means that admins can use a command and the players PC will create a screenshot of the screen/s. The screenshots were automatically uploaded into a MySQL Database with MD5 hash to be 100% sure its the players screenshot.
For stuff like this (at least in Germany) it is illegal to do so, as long as your users do not accept. Just write privacy policy/disclaimer and let them agree as soon as they download the client.

Yea, this sort of thing does suck ass.
I have AV for a reason, and I'm intentionally downloading it... Yet the browser says no.
