There is a known bug when sniper and satchel don't work after some time play
There is a limit in gta and after ~140 streaming players this weapons don't work
fix:
*(unsigned int*)0x5E4253=10000;
I don't know will Kalcor read PM or not, and I write it here

What value is set at that address by default, and why should this address carry {0x10, 0x27, 0x0, 0x0} to fix the issue you've mentioned? And AFAIK the addresses may change after an update.

no, it's dont affect to satchel sync
with this bug when you explode satchel - there is no damage
same with sniper

Sniper bug is annoying, it seems only way to fix it is to kick player, which is kinda annoying to do all the time for this particular reason.
