I've seen it on a number of servers. While the dialogs show up the camera moves, for example above the city.

Nope, the camera is moving around the map, a good example of this is New Generation Roleplay.

Alright, I'm not exactly sure that this was what I was searching for.

I don't wanna make it seem like I'm advertising or anything, but this is what I need:

Connect to samp.ng-gaming.net:7777

Wait for the dialogue to show up and the camera to start moving in the background. As you can see, the camera changes every few seconds, that's what I want. The link that you sent me was for camera turning around the player while he's selecting skins. Thanks though xD
