Does anyone know the weather where the rainbow exists? I think it only works if TogglePlayerClock is enabled and/or when in SF.

As far as I'm concerned you can only see it from SF Airport driving northbound. I already saw it once before and I also was on SF Airport driving in the same direction like the guy on the picture.
When I saw it the weather was currently set to ID 1, so I'm pretty sure that the weather ID doesn't matter
