To have a succesful server, you must:

• Have some basic scripting experience (or hire a scripter that does)
• Invest time and money into your server
• Not be a noob
• Not refund anything at all, unless you want a crap economy
• Have a stable and mature admin team
• Have a forum for your server (no freeforums.org or similar)
• ...
