Hello guys, i'm sorry if i'm posting this in wrong section.
I'm going to ask the dumbest question, i know..but i've never seen how this goes.
I saw the thread by the friend, and i kinda like his ucp. So, i'm trying to see how this goes..
but the thing that i don't know is what program and how should i do it.

For the design you need HTML, CSS and possibly Javascript and for securely connect it to your server database you need to learn PHP for the back-end.
