Is it posible to open a Link to a browser for the player?

For example:
I write /forum and he will be conntected to my forum in his standart browser.

Yes, as stated, it is not possible and never will be.

It would be way to large of a vulnerability if server scripters had the ability to force open any web link they wanted to.

This. Not only would it open web links, but also download links. It's a liability.
