then You need to User gps camera very carefully...and alot of much much more work are needed

1) Fraps to record.
2) Movie Maker to edit, Sony Vegas if you want to add epic effects like the ones in the video.
3) CamHack for the Free-Camera option.
4) ENB Series for improving GTA SA graphics.

Try,
