Record it with fraps, edit it with sony vegas. Pretty simple.

You can get frap's from here
then the person is usung Gps Caremra...i think that is avalible in Lux-admin...

then he is using window movie maker

As i think Sony Vegas is not free...or not working..... when i try it ....it dont work :P
then You need to User gps camera very carefully...and alot of much much more work are needed

Use,

1) Fraps to record.
2) Movie Maker to edit, Sony Vegas if you want to add epic effects like the ones in the video.
3) CamHack for the Free-Camera option.
4) ENB Series for improving GTA SA graphics.

Try,

1) Not to break rules on the forum ^^.
2) To read the rules.

In order to disappear your chat box, press F7 a few times until you won't see it.

Press F7 twice and F9 to hide Death Messages.
