The Speed-o-meter as shown in your image would be a bit hard to script as due to the fact that images in SA-MP were not a additional feature until it was personally made by a user. MEaning which there are going to be restrictions so try not to add images that are large as hell. Not sure if your speed-o-meter would work with the image but i suggest checking this out.
