I was able to find a nice Tool created by gamer931215 that converts an image into a Textdraw.

The Speed-o-meter as shown in your image would be a bit hard to script as due to the fact that images in SA-MP were not a additional feature until it was personally made by a user. MEaning which there are going to be restrictions so try not to add images that are large as hell. Not sure if your speed-o-meter would work with the image but i suggest checking this out.

well, I could use other speedometer system but almost all making my clock apear and disapear every second, I found one good speedometer but not so look good and because I asked about that
