Just because the aforementioned software was the most used, it doesn't make all others "buggy," unfortunately there are many other readily-available cheat programs which idiots will already be using.

Yes, you should have an anti-cheat system as well. Removing anti-cheat is like removing one of your body's organs - you might be able to live with it, but you'll need to monitor it much more often.

Yes, it is outdated. As ev0lutionnn mentioned, the main purpose of 0.3b was to fix a vital security issue.
