It must be happening because of proxy, uninstall all proxy software's, Netcut or whatever, restart your system, modem and insert the driver disc and install the necessary driver's ( if you lost any ).

Set " Announce 1 " and " Lanmode 1 " in the server.cfg, Wait for the list to be updated.
