If you are using a windows os, you need to use .dll instead of .so .so is for Linux.

Is your server hosted?

Make sure you place .dll behind your plugin names in the server configuration. Because you use windows.

This is the wrong section for your question. Although, it might be that a ip is rangebanned So which means that your ip can be banned aswell. I think that must be it.
