Your GM maybe is corrupt, causing a problem with it starting, go threw other GM's then go threw your GM and see if something is different on startup ( OnGameModeInit )

The plugins for your server might not be working....or your GM is outdated with SA:MP latest includes...etc. Try updating your plugins and try to see if that works..

You need to have different ports for each server, using the same port "7777" will successfully fail for you, if you want to run 2 servers, use ports "7777 and 7778", if you are able to

You mostly want to check the server logs, if it shows the the GM Started, it would be because you don't have it scripted in to set the GM Text on Startup

Probably the server script files, try having your other friend connect, and see the results, if they have the same problem then its the connection problem with the server and others...
