Are SA-MP 0.2 Scripts compatible with 0.3?

its very slow with ping around 400-500, sometimes you loose connection i know because my router was broken for a month so i had to use dial up on 0.1b

i noticed i have it to but i have a pentium 4.. i looked on the system info and it says 1 core, 2 logical processors. Does that mean i have 2 actual CPUs in my computer? heres the screenshots:

there was normally 7000 players on when 0.2.2 R3 was the latest version but since 0.2x samp hardly reaches 5000 players but on weekends its a little bit higher
