You can convert any 3D model into a .dff object you want to, it does NOT have to ONLY come from gta3 or vice city!

Can you explain the problem please?
From a technical point of view, it is very possible to convert any 3D model from games and cartoons to use them in GTA:SA, and plenty of them are already available on gtagarage and similar websites. What would be the problem to use them on a SA-MP server, since you are not reselling these models?
