That's mean there is no include called " index " in your pawno/includes.

My only advice, re-download the official SA:MP folder which is including Pawno. [DIRECT LINK]
Post here if you still have the problem.

if it is in your gtaserverfolder/includes and not gtaserverfolder/pawno/includes you gotta do or you move it
