You can't "enable" it. You have to "script" it.

Nope, empty cars don't explode and it is probably what he wants. Search the samp forums, I am sure I saw a similar system here but as I am on phone, can't really find it.

Bear in mind the fact that this script might be outdated though. So feel free to modify it for your needs.

Yet another edit: Nope, dont edit it. Ryder stated that he doesnt want it to be edited. You can have an idea as to how it is implemented and you could try to do it yourself.
