Thanks for the suggestion , but no, don't. I made that a long time ago and most of the methods I used were insecure and obsolete.

I may write a new "starter kit" for UCPs with proper OOP classes and stuff. I need some time to work that out.

I suggest looking at PHP tutorials. Or download something written in PHP, and edit that. Pry it apart and learn how it works.

There are many on the forum to download. I used Bootstrap framework (Which is the most common html framework) for the design, and some simple php code to pull info from the database, again, there are many tutorials on this

Well out of personal choice, I'd use something like CodeIgniter or Laravel, that basically has the security features built-in, but you also need to pretty moderate experience in PHP, but at soon as you know that Laravel will be a dream, CodeIgniter not so much... They differ allot from Laravel, where as Laravel is built on a solid framework and is easy to learn with their Documentation, along with loads of tutorials, CodeIgniter is pretty sharp around the edges, I'd suggest trying both and making your own choice as I looked into Laravel while using CI and moved within a week and got a hang of most of the moderate features.

I also forgot to say, Laravel comes with a handy Authentication example provided with latest version of Laravel, if I remember correctly It's 5.*, it could be modified to suit your needs within maybe 15 minutes, and I must say creating a UCP isn't an Easy task to say the least.
