is there anyone who make free user controll panel coz im from pakistan and in pakistan paypal dont accept us ! and everyone need money in paypal and i dont have money im not a rich guy but is there anyone who can create a ucp for me PLZ

The best hope for you - it's a free startup package secure with SESSION IDs and all. If you can - look up HicKiller's tutorial and edit this to make it into a simple UCP. Get someone to do the CSS for you if you want it cooler.
