cannot connect for 2 weeks despite - [SP]Bandit5000 - 18.03.2011

I have not been able to connect to the main server I play on for 2 weeks, and have not been able to connect to any other as well.. I was fine except 2 weeks agao, I did something or something happened to cause me not to be able to connect to the servers.
Helpful Info:
1) SA-MP version - SA-MP - 0.3C
1a) Grand Theft Auto Version - GTA_SA ver 1
2) Windows version Windows 7 64-bit
3) Video card type - Nvidia gforce 6150 nforce 430
4) IP:Port (if any) of the server you are trying to play on - 188.165.199.40:7500
5) If you are crashing, paste the crash report in your post and say when the crash occurs - not crashing, just cant connect
6) If you are crashing loading SA-MP, please say whether GTA:SA single player works (test it) - Yes, single player works completely fine, no issues
7) Do you have any other GTA:SA mods installed? e.g. new vehicles - no mods at all

I have tried everything imaginable to try and figure out why I am unable to connect to any server..

Please help me if you can...

https://sampforum.blast.hk/showthread.php?tid=103182 I get up to the point where I am connecting to the server itself.. it just reapeats "connecting to server, server didnt respond, retrying" over and over.

Download 0.3c from www.sa-mp.com.

You're running a release candidate from the 0.3c beta.

actually it was 0.3c r2 I was running. that was my problem.. something in that version was not allowing me to connect even though I was two weeks prior to that.
