Have you done the default actions? Uninstall modifications, remove any cleo's, and install your grand-theft auto inside of a different location (deleting your gta_set inside your documents)?

I'm not sure if you have mentioned it, however, using run enter dxdiag to view your DirectX version.

If you still need assistance you need to change your GTA_SA.exe (no I won't link you one but there's your bread crumb trail.)
