Have you tried spawning them higher on the z axis yet?

Just tried with +0.5, +1.0, +2.0 on three vehicles in that area, but the result is the same.

I've had same problem. Later I found out that problem is caused when you spawn in interior.

This isn't a server bug, there is not much you can do to stop it, this is caused by having a bad computer. You type /exit, and then all hte cars in your area load before the map does, so the cars fall straigt into blue hell, thus respawning a few meters away, long story short, either turn up your draw distance, or buy a good pc.

Yeah, I often was faced thit this BUG. It's usually happens near single game driving school(parking for example). In mine mod i solve this problem, but i don't rimember how, try to put some object (road peace for ex.) right under the road. Cus this bug happens because of not enought fast textures loading(I meen gta sa bug in this place), cars just falling down and then spawing somewhere near.

Well , i think that the problem is with someone else and not in your gamemode :P .
Someone wanna have fun with the cars in your server .
( mean of , i think your server is hacked . Make a script with probiden names : lol, lul , lolz .If someone use one of these words it bug server , and usually , it stop players from joining in the server )

You used CreateVehicle or AddStaticVehicle or AddStaticVehicleEx?
you got the Coord by which mapping software? /save /rs or JernejL's map editor?

Well, I still have this problem and this server too, so I really appreciate this.
Coords were taken by /save command, but the positions of the vehicles have been chanced dozen of times in these years by an in-game parking command, increasing the Z coord with multiple values.
