It does, make your you are installing this correctly:
Copy "gCamera.amx" into the "Filterscripts" folder,
Copy the empty folder called "SpeedCameras" into the "ScriptFiles" folder,
put gCamera on server.cfg,example:

The script does not work there is a command error <include> (ZCMD)

You need the zcmd include for recompiling it (you must copy this in yourserver\pawno\include)

it uses zcmd yes, but it also supports Y_INI (.ini files instead of SQL)

Write your own, this is old and poorly written even the speed calculations are completely incorrect.
