You have a space inbetween the commas, you can't have spaces.

Are you in interior 17, at them coordinates?

I tried it and it's working 100%.

If you have other filterscripts, you might have pickupID / DialogID conflicts.

EDIT:

I ran over the code and it's setting interiors fine, also tested.

Are you 100% that you are in interior 17, and at them exact coordinates?

If you are, unload every FS and try, I confirm it's working.

EDIT2: Are you sure it's a .CFG file?

Coordinates are not interior. Coordinates are made befor entry.

Didn't I tell you this does not make enter and exits...

This wil make a pickup, you go onto the pickup, and press buy, then you get money.

Wherever that pickup is, that's where you buy the business.
