You have gl_npcs filterscript loaded which uses vehicle ids designed only for grand larceny gamemode, to have them use proper vehicles change the vehicle ids you put them into.

its how i was playing around i made a random script and used gl_npcs and i was like wtf when i saw truck flying, then i replaced all trucks with "Baggage Trailer "B" " and npc was sitting in it, i climed on it with a friend and we flyed around xD
