the new .cfg features these new things, what do they do?

They looks like the data updates rates.
Here is what I think:
Higher number: Better Sync (not soo mutch), more Brandwidth, cpu, mem usage. Lower: Less Sync, cpu, mem usage.
stream_distance: The distance that the player peds(/cars?) apparear?
stream_rate: The time in ms between each distance tests.
