It's not the objects it's you, you need a better internet connection.

Its only ping related if the slow objects are one added into the server. If its the buildings, etc that already come with the game, its likely the speed of your hard drive slowing you down. Having a full drive will do it too.

Also, is there any software or effective way to lower my ping in samp, except Putting on a better internet connection.
and, i talked to some1 ingame, he told me samp can only load 150 objests at a time.

Some of the answers are right.
Ping and Internet connections have some to do with objects loading. Also a Fragmented or Full Hard Drive! (DEFRAG At Least Once A Month!!!)
Another is modding the gta.img file. If you load a lot of stuff like car mods, map mods, ect... What happens is you can only compile the file so many times before it becomes unstable with loading. I replaced EVERY car in GTA:SA and when playing single player everything was fine but when playing SA-MP I had objects loading random like fading in at random.
Another issue is the server itself. If the objects loading from the script get lagged up wile sending the data out to your client then some players will see it, others will see it fade in later.
All and all it could be a simple issue on your client (or your internet/computer) side or the server itself.
Try other servers, if it loads up slow still, try uninstalling GTA:SA, Defrag your Hard Drive and reinstall a fresh un-modded version.
