I have two questions.
1. Is there any files that will add cars over all San Andreas not only in Las Ventura.
2. How to add weapons into city? I want that they will spawn like in GTA SA SinglePlayer.

I know how to add. But it's just too hard to add cars all over map. Maybe there is file with all coordinates like in Single Player?

No, that's something you gotta take time to do and do yourself.
or you could take other gamemodes cars and place them in your script
