"AddStaticVehicleEx" is to if not to exist driver the vehicle respawn in the respawn_delay in this case 2 minutes.

"CreateVehicle" is to when the vehicle "death" he respawn in the respawn_delay. In this code the vehicle never give respawn.

In this 2 cases the vehicle continue static...

What are you trying to achieve? How long it takes for a vehicle to spawn after having been destroyed? Or how long it takes for a vehicle to spawn if it's left alone for too long?
