A Tutorial if you're with vista.
Start ( menu ) -> Control panel -> Security ->Windows Firewall -> Change Settings and click on Exceptions.If you don't have samp-server added as a program there then add it and after you added it make a TCP and UDP port named samp-server with 7777 or whatever you want ( only 4 numbers)
