So I was wonder what are: Filterscripts and Scriptfiles. What do they do?

Can I add modded cars to the server so I can have for example, RX-7's all over the place?

How do I edit the maps and add stuff?

1st. Filterscripts are scripts which you can load/unload to server anytime.
Scriptfiles are gamemode/filterscript files for the server
2nd. No, sa-mp doesn't support mods.
3rd. Help yourself with good Map Editor, maybe try with this one -> http://forum.sa-mp.com/index.php?topic=35374.0

1) What are game modes?
2) Can I run multiple numbers of different game modes? (If they are what I think they are.)

Gamemode is compiled script running on your server.
You can run only one gamemode, but you can change it, you can add list of gamemodes in server.cfg or you can change them with /rcon changemode [modename] while in-game, but you need to login to rcon first by using /rcon login [password].
RCON password can be setted in server.cfg at rcon_password line.
