In SAMP, does anything have to exist besides a client and serverside server to play it as long as you have GTA? Like, does it check to see if there's a master server, or will this all work in 20 years from now?

Will work without a master server. All you need is the ip of the server, add it to your favourites and connect. All the master server does is import a list of all online servers to the other tabs.
