I've no clue what I've got, but I've got something...

Is the message I got when registering for free unlimited space (within reason) and BW hosting. Does that mean I have a server? If so, how do I set it up and what will the usage of BW be?

If I don't have one then where can I get any free servers? I really just need a testing place for now. But I can't use my own PC as I have a 3 wireless dongle and making static IP on that is impossible I think...

What you have is Website Hosting, not Server Hosting. You cannot run a SA-MP server from a website.

You are correct that you can't get a static IP with your 3 mobile dongle (unless you have some serious cash), in addition it's impossible to portforward using it as you do not have control over the gateway.

For testing, as long as you only need 1 person, you can just host on your PC and play there. For more than that, you will either need to rent a server from a hoster, or buy a cheap VPS.
