I'm trying to get it so that when a players cellphone it plays a certain sound ID, but its not working.

I can't imagine it making much difference, but try changing the 0's to 0.0's as it shows on the wiki.

Other than that make sure the place where the sound is is being reached by the script, but putting in a SendClientMessage.
