[HELP] I need it badly :P

I was thinking about making a Fallout3-like server, but before I put alot of effort into it, I want to know if its possible, the things I'm worried about is:

1: Is it possible to make a complete hole other Island to add to SA, and make it so they cant swim to the other Islands?

2: Is it possible to make it so when your walking on the Island, your not sliding everywhere, and you dont stick to walls as easily?

3: If #1 is impossible, can I delete the pre-made map, or start from scratch?

4: How do I move in the Map Constructor program that I downloaded?, it loads the map, and I can look around, but cannot move from my location, even when I hit Ctrl, or try to use WASD.

Fallout3 is like a RP/DM kind of game, but if it was brought to SA MP it would be epic shit, make it like a regular RP server, just a complete different feel to it, like a post-apocalyptic look to it, make the cities warn down, and beaten, make the roads old, dutsy looking, and covered with blown-up cars, have it so its not good/vs bad, make it so everyone is out for survival, and maybe have it like a cops/and robbers feel to it too, but more of a Good/bad/neutral act to it, have a couple DMing, here and there, and make it so you can have a safe in your house to keep all your weapons in, and store other stuff, such as money/caps, also have the lvling up style by time(And if possible, each kill you get raises the time you played to help proceed your level quicker), and more to come as I go on.

But as I said, before I get ahead of myself, I want to make sure things are close to possible.

1. Yes it's possible. Use world boundaries to block the players from moving away from the island.
2. No, it's a SA:MP bug.
3. No, not possible unless you modify SA:MP itself, take GTA: United for example.
4. Check the ReadMe file or contact the author.
