You can, but it is very unstable. Mostly the server will turn off by itself.

Actually also depends on what sort of VPS you have. Some VPS's are ment for gaming, others are ment for webhosting.

actually im doing it atm, but if you rent from VPSLand remember to get the 32 bit version not 64 bit since those doesent have UDP ports enabeled

My server currently runs on a Windows Server 2003 Standard x64 Edition VPS.
Since a few weeks I have to set the compatibility mode to Windows 95 to run the SAMP-Server.
If I don't use the compatibility mode the server is online but nobody can connect (The player got the "Bad Nick Name"-message).
