After I download the host a server download links at the bottom of the download page, I get a compressed folder, after I extract the content I dragged all the files that came out of it, into my GTA San Andreas folder, and then I double clicked on the sa-mp.exe but nothing happened, any ideas?

The server is called "samp-server.exe", and it doesn't have to be placed in the GTA San Andreas folder.
If it refuses to open, that would probably be because you havn't changed the RCON password.
Open up server.cfg and then change the rconpassword to something else.
If it still fails, open up "server.log" and then it will display a reason there.
